Why this view?

The Modesto RFP §SCOPE explicitly lists base salary, cash supplements, certification pay, auto allowance, PERS retirement, and medical benefits as the components of the total compensation analysis. Most studies stop at base salary. This stack shows what the City actually spends per filled position — the number that drives MOU negotiations and budget.

Police comp asymmetry

Sworn classifications carry CalPERS Safety pension (3% @ 50 Classic / 2.7% @ 57 PEPRA) at materially higher employer cost than Misc tiers. Add POST cert pay, education incentive, and specialty pays, and a Police Officer's total cost can exceed comparable Misc managerial roles even before sergeant-level base.
